Certification requirements are the most common barrier for first-time magnifier importers — and the most common source of expensive mistakes. Import a batch of uncertified magnifiers into the EU and they can be seized at customs, returned at your cost, and your importer registration flagged. Get it right, and certification becomes a competitive advantage: it is the first thing serious retail buyers ask for, and the fastest way to disqualify a cheaper but non-compliant competitor.
This guide explains every major certification relevant to magnifier imports — what it covers, which markets require it, and which Eleroyal products already carry it.
CE Marking — Mandatory for EU and UK
CE marking is not a quality award. It is a legal requirement for placing most products on the European Union and UK markets. The CE mark indicates that the product meets EU safety, health, and environmental requirements. For magnifiers, the relevant EU directives depend on whether the product contains electronics:
- Non-electronic magnifiers (simple glass or acrylic lens in a frame): CE marking under the General Product Safety Regulation. Covers basic physical safety — no sharp edges, no toxic materials, structural integrity.
- Electronic magnifiers (any product with LED lighting, rechargeable battery, or USB): CE marking under the Low Voltage Directive (LVD) and the Electromagnetic Compatibility Directive (EMC). Requires formal testing by an accredited laboratory.
- Children’s magnifiers marketed as toys: CE marking under the Toy Safety Directive (EN71). Stricter requirements covering physical and mechanical properties, flammability, chemical content, and electrical safety.
The CE mark must be affixed to the product and packaging. The manufacturer or EU importer must hold a Declaration of Conformity and a Technical File containing test reports. Customs authorities and market surveillance authorities can request these documents at any time.

RoHS — Restricts Hazardous Substances in Electronics
RoHS (Restriction of Hazardous Substances) is an EU directive that restricts the use of specific hazardous materials in electrical and electronic equipment. For magnifiers with LED lighting, rechargeable batteries, or USB components, RoHS compliance is mandatory for EU and UK market entry.
RoHS restricts: lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls (PBB), and polybrominated diphenyl ethers (PBDE) above specified thresholds. Compliance is demonstrated through material testing of electronic components and a RoHS compliance declaration.

EN71 — EU Toy Safety Standard
EN71 is the European standard for toy safety. It applies to any product marketed as a toy or educational item for children under 14. For Eleroyal’s product range, EN71 applies to:
- Kids’ magnifying glasses marketed for play or education
- Bug viewers and insect observation jars
- STEM science kits containing magnifiers
- Any magnifier product sold in toy retail channels or packaged with toy safety labelling
EN71 testing covers physical and mechanical properties (no sharp edges, no small parts that create choking hazards), flammability, chemical content (heavy metals, phthalates), and electrical safety for electronic versions. EN71 certification requires testing by an accredited laboratory — it cannot be self-declared.

CPC — US Children’s Product Certificate
The CPC (Children’s Product Certificate) is required by the US Consumer Product Safety Commission (CPSC) for any children’s product sold in the United States. A children’s product is defined as any consumer product primarily intended for children 12 years old or younger.
For magnifier importers selling children’s optical products into the US market, the CPC requires: testing by a CPSC-accepted third-party laboratory, a written certificate identifying the product, the applicable safety rules, and the manufacturer and importer details.
Eleroyal holds CPC certification for children’s product lines. US importers receive underlying test reports with their order. Note: the CPC must be issued in the US importer’s name — Eleroyal provides the test documentation; the importer issues the certificate.
FCC — US Electronic Devices
The FCC (Federal Communications Commission) authorisation is required for electronic devices sold in the United States that emit radio frequency energy — which includes LED-illuminated magnifiers with certain electronic components. FCC compliance ensures the device does not interfere with other electronic equipment.
FCC documentation is available from Eleroyal on request for electronic magnifier models. US importers selling into pharmacy chains and major retail should confirm FCC requirements with their retail buyers before placing orders.
ASTM F963 — US Toy Safety
ASTM F963 is the US toy safety standard, roughly equivalent to EN71 for the American market. It applies to children’s magnifiers and educational products sold through US toy retail channels. Eleroyal holds ASTM compliance documentation for relevant product lines.
